We report the demeaning actions of the IOC against the Olympic Spirit!

We propose an amendment of the Olympic Charter Rule 50(2)!

Why are the Olympics held?

What is the International Olympic Committee(IOC) for?

The Olympics, a place of harmony to confirm peace and solidarity of the people around the world, have been degenerated into a product by the IOC.

The IOC is arbitrarily interpreting and executing the Olympic Charter to suit the tastes of the sponsors of the Games in order to better sell the “product” named Olympics.

It is not an exaggeration.

It can be verified by the attitude of the IOC interpreting the Rule 50(2) of the Olympic Charter.

The Rule 50(2) prescribes that ‘No kind of demonstration or political, religious or racial propaganda is permitted in any Olympic sites, venues or other areas.’

Based on the regulation, the IOC is arbitrarily limiting freedom of expression.

The IOC does not care about the Olympic Spirit, silences any expressions that might be uncomfortable for sponsors, and allows for expressions that only sponsors would like.

To be more specific, the IOC banned the use of a badge on the chest in the sense of opposing racial discrimination based on this regulation.

Also, at the 2016 Rio Olympics, spectators wearing t-shirts printed with messages criticizing the government were kicked out of the Olympic stadium.

However, protests against racial discrimination or peaceful anti-government protests are acts of expression of peace, solidarity and mutual respect, and are consistent with the Olympic Spirit, so there is no reason for these acts to be banned.

These are not the only incomprehensible interpretations of the IOC.

In the 2018 Pyeongchang Winter Olympics, Dokdo, an indigenous island that belongs to the Republic of Korea, was banned from being marked on the Korean Unification flag as a political act contrary to the Olympic Spirit.

On the other hand, the IOC has shown a contradictory attitude, allowing Dokdo to appear as Japanese territory on the Tokyo 2020 Olympic Torch Relay map not being regarded as a political act.

What is worse, the IOC arbitrarily allows racist and xenophobic expressions against the Olympic Spirit.

The IOC has announced that it is allowed to bring the Rising Sun Flag into the 2020 Tokyo Olympic stadiums.

The Rising Sun Flag is a symbol of Japanese Imperialism.

Japan expanded the war across Asia Pacific, and where this flag was posted, it was smeared with crimes such as murder, torture, biological experiments, military sexual slavery, rape and exploitation.

In several parts of Asia under the Rising Sun Flag, over 20 million Asians lost their lives.

Even today, the Rising Sun Flag is used as a symbol of ‘Hate Speech’ protests in Japan that glorify war, demean foreigners, and justify violence.

Although this is clearly an expression that harms peace and solidarity of people around the world, the IOC arbitrarily judges that possessing the Rising Sun Flag or waving it is not a political act.

VANK requested the IOC to ban the possession of the Rising Sun Flag at the 2020 Tokyo Olympic stadium with the consent of more than 67,000 people at www.change.org in 2019, but we have only received an insincere answer that the possession of the Rising Sun Flag does not constitute a political act prohibited in the Rule 50(2).

In order to prevent arbitrary interpretation of the IOC against the Olympic Spirit, VANK calls for more specific and restrictive provisions of the regulations.

First, the IOC should interpret the Olympic Charter in line with the Olympic Spirit.

Second, the IOC should clearly define political activities prohibited in Rule 50(2) of the Olympic Charter such as ‘racial expressions, political expressions containing xenophobic messages.’

올림픽은 왜 하나요?

국제올림픽위원회 IOC는 무엇을 위해 존재하나요?

세계인의 평화와 연대를 확인하기 위한 화합의 장인 올림픽이 IOC에 의해 상품으로 전락했습니다.

IOC는 올림픽이라는 ‘상품’을 더 잘 판매하기 위하여 후원자들의 입맛에 맞게 자의적으로 올림픽 헌장을 해석·집행하고 있습니다.

과장이 아닙니다.

올림픽 위원회가 올림픽 헌장 제 50조 2항을 해석하는 태도를 보면 알 수 있습니다.

제 50조 2항은 ‘올림픽 장소에서 어떠한 형태의 시위나 정치적, 종교적 혹은 인종적 선전도 허용하지 않는다.’고 규정합니다. 사실 ‘정치적 행위’란 사상, 의견을 표현하는 모든 행위가 이에 해당할 수 있습니다.

해당 규정에 근거하여 올림픽위원회는 표현의 자유를 자의적으로 제한하고 있습니다.

올림픽위원회는 올림픽 정신은 안중에 없고, 후원자들이 불편해 할 만한 표현을 침묵하게 하고, 후원자들이 좋아할 표현은 허용하고 있습니다.

구체적으로 올림픽 위원회는 동 규정에 근거하여 인종차별 반대하는 의미로 가슴에 뱃지를 다는 행위를 금지했습니다.

2016년 리우 올림픽에서는 올릭픽 경기장에서 정부를 비난하는 메시지가 인쇄된 티셔츠를 입은 관객들을 쫓아냈습니다.

하지만 인종차별 반대시위나 평화적인 반정부 시위는 평화와 연대, 상호 존중을 표현하는 행위로 올림픽 정신에도 부합하므로 금지되어야 할 이유가 없습니다.

올림픽 위원회의 이해할 수 없는 해석은 이뿐만이 아닙니다.

2018년 평창 동계올림픽에서는 한국의 고유영토인 독도가 한반도기에 표시되는 것은 올림픽 정신에 반하는 정치적 행위라며 금지했으나, 2020년 도쿄 올림픽 성화 봉송 지도에 독도가 일본 영토로 표시되는 것은 정치적 행위가 아니라고 허용하는 모순적인 태도를 보였습니다.

심지어 올림픽 위원회는 올림픽 정신에 반하는 인종차별적이고, 외국인 혐오적 표현도 자의적으로 허용하고 있습니다.

올림픽 위원회는 2020년 도쿄 올림픽 경기장에 욱일기 소지와 반입을 허용한다고 발표했습니다.

욱일기는 일본 제국주의의 상징입니다.

일본은 아시아 태평양 전역으로 전쟁을 확대했으며 이 깃발이 꽂힌 곳에는 살인, 고문, 생체실험, 성노예, 강간, 착취 등 각종 범죄로 얼룩졌습니다.

아시아 곳곳 이 깃발이 휘날린 곳에는 약 2000만 명 이상의 아시아인이 목숨을 잃었습니다.

현재도 욱일기는 일본에서 전쟁을 미화하고 외국인을 비하하며 폭력을 정당화하는 '헤이트 스피치' 시위의 상징으로 사용되고 있습니다.

이는 명백히 세계인의 평화와 연대를 해치는 표현임에도 불구하고, 올림픽 위원회는 정치적 행위가 아니라고 자의적으로 판단하고 있습니다.

반크는 2019년도 change.org에서 6만 7천명 이상의 동의를 얻어 올림픽 경기장에서 욱일기 소지행위의 금지를 IOC에 요청한 바 있으나 욱일기 소지는 50조 2항에서 금지되는 정치적 행위에 해당하지 않는다는 성의 없는 답변만을 받았을 뿐입니다.

이러한 올림픽 위원회의 올림픽 정신에 반하는 자의적인 해석을 방지하기 위하여 반크는 해당 규정을 더 구체적이고 제한적으로 규정할 것을 요구합니다.

* 둘, 올림픽 헌장 50조 2항에서 금지되는 정치적 행위를 ‘인종차별적 표현, 외국인 혐오 메시지를 담은 정치적 표현’으로 더 명확하게 규정하라.
