We, the residents and ratepayers of Los Angeles, demand an immediate investigation into unexplained and unaffordable DWP rate increases.
Over recent months, many Angelenos have seen their LADWP bills double or even triple — without any noticeable increase in water or power usage.
For thousands of families, seniors, and working-class residents, these sudden hikes have become financially devastating.

Many are now struggling to pay bills that were once manageable — forced to choose between basic necessities and keeping the lights on.

 
We are calling for:
A full, independent audit of LADWP’s billing systems, meters, and rate adjustments by the City Controller’s Office.
A public hearing by the Board of Water and Power Commissioners to explain how and why rates have spiked.
A legal review by the City Attorney’s Office to ensure compliance with the City Charter and approved rate ordinances.
A temporary freeze or rollback of billing increases until an investigation verifies accuracy and fairness.
Financial relief options for customers unable to pay inflated or erroneous bills.
 
Why this matters:
The Department of Water and Power is a public utility — it belongs to the people of Los Angeles.
Ratepayers deserve clear explanations, lawful billing practices, and compassion, not confusion and economic hardship.
