INVESTIGATE THE FORT WORTH "LANCASTER ENTERPRISE": A Demand for Federal Action Against RICO, Fraud, and Human Rights Violations
The Goal:
Demand that the U.S. Department of Justice (DOJ), HUD, and the Texas Attorney General launch a full investigation into systemic racketeering, federal grant fraud, and unconstitutional enforcement in Fort Worth.
The Petition Narrative:
To the U.S. Attorney for the Northern District of Texas, the Mayor of Fort Worth, and Federal Granting Authorities:
We, the undersigned, acting as the Voice of the People under the Concrete Family journey, formally declare that a coordinated "Enterprise" in Fort Worth, Texas, is operating in willful violation of State and Federal Law.
For over three years, this Enterprise has engaged in "Stagnation for Profit"—warehousing the vulnerable and harvesting millions in federal funds. We demand an immediate investigation into the following organizations and their leadership:
The Identified "Enterprise" Entities:
City Leadership: Mayor Mattie Parker & City Council
Police & Enforcement: FWPD Chief of Police, H.O.P.E. Team, & Environmental Services
The Housing Gatekeepers: Fort Worth Housing Solutions (Mary-Margaret Lemons) & Tarrant County Housing Assistance Office (Wayne Pollard)
The Service Industrial Complex: Presbyterian Night Shelter (Toby Owen), True Worth Place, UpSpire (Daryl R. Davis II), & DRC Solutions
The Health & Shelter Loop: MHMR Tarrant County, JPS Health Network, Salvation Army, Union Gospel Mission (UGM), & Texas Behavioral Health
Federal Oversight/Funding Link: Janel Holt (Supportive Housing/ESG Manager)
I. VIOLATIONS OF THE U.S. CONSTITUTION & FEDERAL LAW
RICO Act (18 U.S.C. § 1961): Operation of an "Interlocking Directorate" to maintain a cycle of "sweeps" and "warehousing" for financial gain.
14th Amendment (Equal Protection): Documented gender discrimination.
4th Amendment (Unreasonable Seizure): Summary destruction of private property without due process.
24 CFR § 576 (ESG Grant Fraud): Misuse of Emergency Solutions Grant funds by failing to provide mandatory "Housing Stability Case Management."
2 CFR § 200.300: Failure of federal grant recipients to comply with the U.S. Constitution.
Executive Order 13828: Willful denial of "Economic Mobility" as a condition of federal assistance.
II. VIOLATIONS OF TEXAS STATE LAW
Texas Penal Code § 48.05(g): Illegal camping ban enforcement without advising of a lawful alternative, per Officer Sanchez (02/19/26).
Texas Government Code § 2306.1122: Enforcement without a TDHCA-approved health and safety plan.
Texas Penal Code § 39.03 (Official Oppression): Intentionally subjecting the homeless to unlawful seizure.
Texas Penal Code § 31.03 & § 28.03: Theft and Criminal Mischief regarding the seizure of private property.
The Concrete Family stands for the sovereignty of those on the concrete. We demand a full audit of all ESG, HUD, and State funds and an immediate Cease and Desist of all illegal enforcement actions.

We specifically call for an investigation into the Interlocking Directorate where city leadership maintains board-level ties with agencies like ACH/Our Community Our Kids, creating a conflict of interest that spans from homeless "warehousing" to the family welfare system
