My name is Kala Shanmugam, and I am a single Indian American mother who has dedicated much of my life and resources to a property in Bethlehem, PA. In 2021, this property, valued at $1.5 million (on which I have offer in hand as is for the property), was illegally seized by the City of Bethlehem without any compensation or adherence to proper legal processes. It was my financial investment for my Daughter's college education and my retirement spending all my income for last 19 years and borrowing lots and lots of money to fix this property as per City's requirement with the intension to sell when my daughter enter into college. Now I am left out without single penny from the property due to illegal activity of City of Bethlehem, not following any legal procedure.

In 2012, after extensive renovations costing approximately $900,000 starting from 2009, I obtained a Certificate of Occupancy for the building, completing all improvements as per the city's requirements along with the City's numerous direct and indirect tortures. However, from the first day of renovations, I faced countless threats and warnings urging me not to invest in the property, alleging it would be taken by the city. Regrettably, the true motivation behind the city's actions was the fact that I, a single Indian woman, owned such a valuable property in the heart of the city.

The seizure of my property was conducted without due process, lacking legal transparency or any trail in the court (never allowed me to talk in the court or in any meeting) and not doing legitimate honest appraisal on the property and fairness—principles that are supposed to protect citizens against such injustices. This was not only a violation of my rights but also an act rooted in gender discrimination. The city must be held accountable for its actions.

I am calling for an investigation into this illegal seizure to uncover and rectify any injustices and for the City of Bethlehem to be held responsible for violating property rights and ensuring this does not happen to anyone else in our community.

I need only one court jury trail, which I have been asking the court from the day one this issue started in front of the public with the City of Bethlehem as they never allowed or listen to my arguments or allow me to prove the facts in the court all these time.
