Investigate gang-related activities and threats in Haiti & United States
The Issue
My name is Wilnot Devalsaint. I am a Haitian citizen and social media influencer. I am sharing my story because I fear for my safety after publicly speaking about violence, alleged gang-related activities, threats, and the case involving Esther Thomas, also known as "Nice B." I began speaking publicly about the Nice B case after learning that Haitian authorities were seeking her in connection with an investigation involving the death of a Haitian woman known as "Baby Love." The case deeply concerned me, particularly because of the extremely violent images and information that circulated on social media. I used my TikTok platform to speak about the case and about the broader violence and insecurity affecting Haitian people. I also discussed these concerns during an interview with Dominican journalist Brita Feliz. After speaking publicly, I began receiving what I believe to be threats and intimidation through different channels. Because of these incidents, I genuinely fear for my personal safety. I am also asking the appropriate authorities to investigate Mendel Raphael, known on social media as "Tati Mendel," and Revenel Pauleus, known as "DP." According to statements and conduct that I have personally observed in videos and social-media content, I believe there are serious questions that should be investigated concerning their alleged relationships with powerful armed groups operating in Haiti. I understand that these allegations must be independently verified by law enforcement. Regarding Mendel Raphael, I possess video material that I believe contains extremely concerning statements. In one recording, he allegedly states that he could make a single phone call to a powerful armed group in Haiti and have the family of someone living in the United States kidnapped. I believe such statements should be examined by competent authorities to determine their meaning, context, authenticity, and whether any criminal laws may have been violated. I am also requesting an investigation into allegations concerning passport-related activities. I have information alleging that Mendel Raphael has offered to obtain or arrange passports for people, including circumstances where the person may not be physically present in the United States. There are also allegations that he has taken significant amounts of money from vulnerable individuals after promising to help them travel to other countries but allegedly failed to provide the promised service. These allegations should be independently investigated and verified. In addition, I am reporting allegations involving intimate photographs of women. I have received information alleging that Mendel Raphael obtained nude or intimate images of women and distributed or sold them through social media. I am asking authorities to determine whether these allegations are true and, if so, whether any laws concerning privacy, exploitation, consent, or distribution of intimate material were violated. Regarding Revenel Pauleus, also known as "DP," I possess video material in which I believe he makes statements describing members of armed groups in Haiti as close friends and comparing their relationship to that of a father. I also believe the recording contains statements praising or approving of actions carried out by those groups. I am prepared to provide the original video so investigators can review his exact words and their full context. I understand the seriousness of these allegations. I am not asking the public to assume that Mendel Raphael, Revenel Pauleus, Esther Thomas, or any other person is guilty based solely on my statements. I am asking the appropriate authorities to conduct an independent investigation. I have videos, screenshots, social-media posts, and other digital evidence that I am prepared to provide so investigators can determine what is authentic, establish the full context, identify the people involved, and determine whether any laws have been violated. Speaking publicly about these matters has made me concerned for my life and safety. I believe people should be able to report suspected criminal activity and threats without being intimidated into silence. I am therefore asking the appropriate authorities to review my evidence, investigate the alleged threats against me, examine any potential connections to armed groups, and take whatever lawful action the evidence supports. I am sharing my story because I want these allegations examined through a legitimate investigation rather than decided through accusations on social media. My goal is to provide the evidence I possess and allow the competent authorities to determine the truth and whether criminal conduct occurred. Please sign this petition to urge the Haitian authorities and international bodies to conduct a thorough, fair, and independent investigation into these serious allegations and to ensure the safety and protection of those who speak out against violence and intimidation in Haiti.
