The issue

Understanding the importance of safety and information, I am calling upon the Northern Territory Government to adopt a 'Clare’s Law'-style Domestic Violence Disclosure Scheme. Like so many others, my experience with domestic violence has made one thing painfully clear: knowledge is power. An abuser's history is often shrouded in secrecy, leaving victims vulnerable and uninformed. Through Clare’s Law, implemented in the UK and certain regions of Australia, individuals can request information from the police about their partner's past relating to domestic abuse, helping them make informed choices to keep themselves and their loved ones safe.

Domestic violence is a grave issue in the Northern Territory. Sadly, statistics confirm that our community has among the highest rates of domestic violence in the nation. According to the Northern Territory Police, there were over 8,000 incidents of domestic violence reported in 2022 alone. Behind these numbers are real individuals whose lives have been shattered. It is essential that we create systems that empower potential victims with the information they need to protect themselves.

Clare's Law has proven effective elsewhere. In its first year of implementation in New South Wales, over 1,500 applications were received, with critical information disclosed over 600 times. Women equipped with knowledge from Clare’s Law can prevent abusive situations from worsening or even save their lives. Establishing a similar scheme in the Northern Territory can considerably reduce domestic violence by giving potential victims the tools and information necessary for their safety.

This isn't just a bureaucratic measure—it's a life-saving change that must be prioritized. We advocate that the NT Government take immediate action to assess the feasibility of introducing a law that would facilitate a safe procedure for people to access the violent criminal history of their partners, within responsible and carefully regulated frameworks.
