While legislation has been passed internationally to prohibit commercial whaling, there are still loopholes within the law that allows for countries to legally whale for scientific purposes. Licenses to hunt for whales for scientific research are granted by the nation conducting the research without any oversight. This effectively allows for countries such as Japan, Iceland, and Norway to exploit these loopholes with their intent to commercially whale and reap the benefits of obtaining whale products so long as they claim it is for scientific purposes. Requiring them to report their scientific research to an international committee and then relinquish the body of the hunted whale to the international committee would decrease the number of whales hunted for commercial purposes.
