ISU recently released a document with health regulations for #Stockholm2021, in addition to the general guidelines last updated on 19/02:
- One additional test has been added during the event. It has been phrased as 'testing every four days' but since the event is only eight days, this essentially means one additional test. (Level 3 - NOT skaters and teams - will also have a rapid test every second day.)
- Anybody who requires a PCR test before exiting the bubble must book one seven days in advance.
- Anybody who requires quarantine will need to pay for it themselves. Symptoms other than temperature checks are still self-reported. This disincentivizes any person who develops symptoms from reporting this, especially considering how expensive this sport is and how many skaters we know of who crowdfund to be able to afford to skate.
- The time period within which the pre-travelling test must be taken has been shortened to 48 hours in accordance with Sweden's regulations. This, of course, in no way prevents infections during travel through commercial airports, on commercial flights.
- There is a positive-PCR exemption clause for those who have previously had COVID and can prove that. If somebody who previously had COVID has a positive PCR test, they will follow special protocol which "may" include further testing and evaluation, after which a decision will be made according to organizers' judgment. Since we know that re-infections are a possibility, the lack of precise details regarding these evaluations is a matter of great concern. (Please note: the details for speed skating bubble at Heerenveen in January-February 2021 had no such exemption, and also had a quarantine before entering bubble. The Stockholm 2021 figure skating bubble is different from it.)
Clearly, these regulations have not been written with the aim "to safeguard the health of skaters, team members and other people involved in the ISU Event" as the International Skating Union claims, but only "to guarantee that the Championships can go ahead". The unwritten, unsaid part appears to be 'with as little expense to the organizers as possible'.
We reiterate that there can be no safe World Championships without a quarantine long enough for all cases to become PCR-detectable before the bubble. ISU must pay for all quarantine.
This cannot be the only avenue for countries to gain multiple Olympic spots -- skaters must be able to choose whether they compete at this event with less grievous consequences. ISU's communications say that they will evaluate Olympic qualification depending on Skating Federations' response. We urge Skating Federations to insist upon this to keep their skaters safe.
If ISU cannot do this, then they must postpone the event until attendees can be vaccinated. If they cannot postpone, they must cancel it. #NoQuarantineNoWorlds
