Oversight for Election Integrity

This petition was written in October 2025. No one was listening. Here's why they should be now.

Since then, President Trump has said — more than once, most recently in a Reuters interview — that the 2026 midterms "shouldn't even" happen, tying the remark directly to fear of losing the House. The White House called it a joke both times. He does not have the legal authority to cancel a federal election. That was never the real threat.

The real threat is everything happening underneath the joke:

He has pledged an executive order eliminating mail-in ballots and voting machines before November — the method Democratic voters use most.

He pushed the SAVE America Act through the House, which would require documentary proof of citizenship and photo ID to vote in federal elections. Roughly 21 million citizens don't have that paperwork on hand. A federal court already blocked his attempt to impose the citizenship requirement by executive order, so now he's trying to buy it through Congress: $10 billion in federal funding held out to any state that adopts it voluntarily.

In April, the Supreme Court gutted Section 2 of the Voting Rights Act in Louisiana v. Callais, striking down a second Black-majority congressional district as an "unconstitutional gerrymander." Texas's maps — already found by a federal court to be racially discriminatory — were left standing by the same Court. Analysts estimate as many as 15 House seats currently held by Black members of Congress are now vulnerable. This is not incidental to the midterms. It is the map the midterms will be fought on.

And the safeguard this petition asked for — international election observation — appears to be quietly lapsing. Every U.S. election cycle since the early 2000s has opened with an OSCE/ODIHR needs-assessment mission, done months in advance. As of this writing, ODIHR's public calendar lists the November 3, 2026 midterms as upcoming, with no assessment on record. No confirmed invitation. No explanation. That is the same posture Russia, Belarus, and Georgia have used to keep observers out without ever formally saying no.

None of this requires a conspiracy theory. It requires reading what's already public.

**The original ask stands, and it's more urgent now:**

I wrote to the OSCE and the OAS requesting independent election observation and technical oversight for the 2026 midterms, continuing through 2028. That request covers:

Voting system administration, including electronic systems and any changes made under executive order

Transparency and uniformity in how states implement new ID and citizenship requirements

The impact of the Callais ruling and post-Callais redistricting on Black political representation

Election administration in jurisdictions where public confidence has been most damaged

This petition does not accuse. It does not predict an outcome. It asks for three things that have nothing to do with who wins: transparency, independent verification, and a public accounting of whether the observers we've hosted for twenty years are still being invited.
