Install Pedestrian-Activated Flashing Lights at Capilano Rd Crosswalk for Community Safety

The Issue

As residents and members of the North Vancouver community, we are deeply concerned about the dangerous conditions at the crosswalk on Capilano Road, between Capilano Regional Park (Capilano Park Road) and Mount Crown Road.

This is a high-use crossing point for:

  • Families and children walking to nearby schools
  • Seniors and individuals with disabilities, including visually impaired residents
  • Dog walkers, cyclists, and outdoor enthusiasts accessing the park
  • Neighbours simply trying to cross the street safely

    Despite being a marked crosswalk, drivers frequently fail to stop. Due to blind spots, heavy speeding, and poor visibility, pedestrians often aren't seen until the last second — if at all. Many in our community have experienced terrifying close calls, including visually impaired residents and pet owners who’ve narrowly avoided being hit.

Making matters worse:

  • Traffic volume is exceptionally high, as this road serves as a major route to Grouse Mountain and the Capilano Suspension Bridge.
  • Numerous car accidents have occurred along this block over the years, a clear signal of ongoing road safety issues.
  • The crossing post on the centre median has been struck repeatedly — a chilling warning that it could be a person next time.

    Many now avoid using this crosswalk altogether out of fear, which disconnects our community from one of its most important natural assets.
    The risk is real. The danger is growing. Immediate action is needed before someone is seriously hurt — or worse.

We, the undersigned, urge the District of North Vancouver to install pedestrian-activated rapid flashing lights at this crosswalk. This is a simple, proven, and cost-effective solution that would significantly improve visibility, driver awareness, and pedestrian safety.
