The Issue

On October 9th, 2026, my little cousin Camila Mendoza Magallon and her friend, Nicole Cotzojay were eager to return to a high school football game. They were excitedly crossing the street on the 1100 block of Coffee Rd in Modesto, California, when tragedy struck. A vehicle hit them, taking their young lives. This heartbreaking loss is not an isolated incident and highlights the urgent need for safer pedestrian facilities in our community.

Coffee Rd is a bustling thoroughfare, frequented by students, families, and residents of all ages. Despite its high foot traffic, the 1100 block lacks essential safety features to protect pedestrians. The absence of a crosswalk button or flashing lights makes crossing the street perilous, especially during events at nearby schools or on busy weekends.

Research from the National Highway Traffic Safety Administration indicates that pedestrian fatalities remain a critical issue, with thousands of lives lost annually due to insufficient pedestrian infrastructure. Installing flashing lights or a crosswalk button would be a small but significantly effective measure. Studies show that such features can reduce pedestrian accidents by up to 88% (source: NHTSA reports).

We urge the Modesto City Council and traffic management authorities to prioritize the safety of our residents. By installing flashing lights or a crosswalk button on Coffee Rd, we can prevent further tragedies and save countless lives. The cost of implementation is minimal compared to the invaluable lives and the heartache that could be spared.

This is a plea to our local government and community leaders: let us take action now, make our streets safer, and honor the memory of those we've lost by ensuring no family has to endure such an unimaginable loss again.

Please sign this petition to demand immediate safety measures for pedestrians on Coffee Rd. Together, we can make a difference and protect our community from further tragedy. Your support can help turn this vision into reality.

“We are saddened by the tragic loss of Camila Mendoza Magallon and Nicole Cotzojay in the vehicle collision that occurred on Coffee Road. We extend our condolences to their family, friends, classmates, and to everyone who knew them. Our community feels this loss deeply. The City is committed to making our streets safer for everyone including pedestrians, bicyclists, and motorists. We recognize the concerns being expressed by residents, and families and understand the importance of continually evaluating opportunities to improve roadway safety. In 2024, the City entered into an agreement with Alta Planning + Design Inc. to conduct studies, gather community input, and analyze local crash data to understand where safety and roadway improvements are needed most in the community. This work helped shape the Safe Streets and Roads for All Action Plan (SS4A), which the City Council adopted on April 7, 2026. This action plan provides a comprehensive strategy with coordination across City departments and with community partners to reduce and eventually eliminate traffic collision deaths and serious injuries in the City of Modesto. On October 13, 2026, the City Council authorized staff to apply for grant funding through the Highway Safety Improvement Program (HSIP) funds to help expedite the necessary project funding to continue the implementation of the Action Plan. One of the projects identified within the SS4A Action Plan is the Coffee Road Pavement Rehabilitation Phase II Project. Construction for this project started in June and is expected to make improvements along this corridor to rehabilitate the pavement condition, add new signage and roadway striping, add bike lanes and pedestrian improvements per the SS4A Action Plan. The construction is ongoing and there are additional features to be installed that will complete the crossing with additional signage and Rectangular Rapid Flashing Beacons (RRFB) for each side of Coffee and the center median (see attached plans). The poles and electrical components were ordered for the RRFB when the project started. These poles are manufactured to fit the specific project needs and are not readily available which leads to the long delivery times. As soon as the flashing beacons are received, they will be installed by the contractor, we anticipate the flashing beacons to be installed in November. The Coffee Road Rehabilitation Phase II project is expected to be completed in December 2026.
