Install A Traffic Signal On Green Level Church Road, Outside Toscana/Southerlyn/Millstone
The Issue

Subject Matter:
The traffic volume in the section of Green Level Church Road, between the intersection with Green Level West Road and the intersection with Morrisville Road, is increasing rapidly, thus increasing congestion and wait times. A traffic signal would go a long way in streamlining traffic flow and increasing safety.
Population impacted:
the aforementioned section of green level church road supports over 10 communities, such as Southerlyn, Woodlands, Toscana, Singh, Hilliard Forest, etc. - with an approximate resident population of 5000-6000 across 1200 homes.
Why is the traffic flow so heavy?
This section is single lane, with two big traffic generators: Green Level High School and Thomas Brooks Park. This creates high traffic volumes both during morning hours (6:30-8:00 am, when kids are getting to school and people are going to work) and during afternoon/evening hours (4:30-7:30 pm, when people are going to Thomas Brooks for sports practices).
Why is the traffic flow expected to grow?
The new neighborhood Millstone coming up opposite Southerlyn will add to existing traffic congestion. There will also be feeder traffic coming from other upcoming neighborhoods/commercial developments in the near vicinity, such as the corner plot being developed as a commercial space at the intersection of Green Level Church Road and Green Level West Road.
Why this affects you:
Student Driver Safety - Due to Green Level High School and Thomas Brooks, a large percentage of drivers in this area, especially in the peak hours mentioned, are students. With less experience, student drivers may find it more challenging to safely turn out of their neighborhoods and merge into the incessant traffic. This creates a safety concern for students and all other drivers.
Wait Times - it is increasingly common to have wait times exceeding 1-2 minutes in these peak hours simply to turn out of your neighborhood.
Congestion - during the morning high school hours, the traffic line now commonly extends to Southerlyn, and sometimes even until Toscana. This makes it even tougher to find gaps to join the traffic flow.
How a traffic light will help:
The traffic light is proposed to be installed at an appropriate place between the Toscana, Southerlyn, Woodlands, or Millstone communities. The exact location would be determined by a formal traffic study conducted by an engineer from the Department of Transportation.
Regulation of traffic flow: A traffic signal will break the flow of continuous traffic, reducing long queues and wait times.
Enhanced safety: The traffic signal will introduce gaps in traffic flow, which, especially in peak traffic hours, will help reduce chances of accidents, reduce road rage incidents, and, in general, enhance safety for not only the less experienced student drivers but all drivers.
