Stop expansion of the City of Ann Arbor Lease Signing Ordinance from 70 to 240 Days

The Issue

We, the undersigned, petition the City of Ann Arbor City Council to stop the proposed changes to the City's Lease Signing Ordinance (LSO) for the following reasons.

  • We have very serious concerns that the proposed change continues to lack input from local rental property owners and managers and there has not been input from the rental housing provider community
  • The changes are based on input from graduate students who, at most, only represent 1/3 of the student community, that their goals are at odds with with the other 2/3 of the student body (undergraduates) and would force the rental season to begin in the midst of finals and as the end of the winter term is ending - precisely when students wish to leave town for summer endeavors and is thus impractical
  • Full time jobs in property management are at stake if a student rental season is to be reduced from 10 months to less than 4
  • Some property types (those with models that can be shown anytime) will have a comparative advantage over unique units where models are impossible because a lease can be sign for a unit at any time given the single person rental model.
  • The record of enforcement on the existing ordinance does not support the need for change
  • Some industry vendors will not be able to meet compressed changeover schedules
  • Newly accepted graduate students have ample choice of housing in April, May and beyond as evidence by the fact that twenty percent of units in the campus area are currently available for Fall.  We suggest that graduate students misperceive the nature of the local housing market
  • AND finally, the proposed change is unwise given where we are in the midst of the CV19 economic recovery. 

Accordingly we ask that you not advance this proposed change.
