Indiscriminate Sand Mining and Indiscriminate sand transportation from River Beki

The Issue

This Petition is regarding indiscriminate sand mining in Beki river from Domoni Ghat stretch to Nichuka, particularly the area behind Barapetta Farm, and transportation of quarried sand in overloaded tractors through internal road of Govt. Livestock Farm, Barapetta and the adjacent village road in khairabari. Such activities cause serious erosion of the river leading to huge loss of land area and consequently cause displacement of people, destruction of the fauna of the river, destruction of internal road of the Barapetta Farm and the recently constructed road in the village khairabari.

 

 

 

 

It is particularly devastating for the local environment due to severe erosion, loss of land and destruction of flora and fauna. It also causes displacement of people, threats to two government institutions namely Govt. Livestock Farm and the Frozen Semen Bull Station at Barapetta as admitted by the authorities in reply to RTI queries which are biosecurity zones. Equally important is also the health, safety, security concerns of the people living near the road through which quarried sand is carried.

 

Furthermore, there is a Health and Wellness Centre under Ayushman Bharat Scheme, Schools and other public places adjacent to the road through which these vehicles are driven in violation of many rules and regulations. Moreover, under the Assam minor mineral concession rules, 2013 quarried sand cannot be transported without valid transit pass and most of these vehicles are plied in violation of such requirements. The quarry permits issued are also questionable and indiscriminate as such quarries are very close to a bridge over the river Beki at Domoni Ghat and also a newly constructed river bund near the Barapetta Farm to prevent erosion.

If things stay as they are now, erosion and loss of land will continue, more people will be displaced, river flora and fauna will be completely destroyed, the government institutions which are biosecurity zones will be further affected, roads and public infrastructure not meant for such load and movements will be completely ruined. The health concerns from constant dust, safety and security concerns from movements of unregulated and overloaded vehicles will only get worse. It's only a matter of time before serious accidents happen and lives or limbs are lost. These lawless movements of sand is also creating a syndicate of criminals that is only going to get worse with time if left unchecked.

The people who have been affected by such indiscriminate sand mining and unregulated transit of such sand have written multiple petitions to the authorities before. Sometimes such activities stop but most of the time such activities continue unabated. Now is therefore the time to act to stop this menace of indiscriminate mining of this river and unregulated movements of such quarried sand to save the river, the environment, the land, the institutions and the health, lives, safety and security of the people who are affected.
