I am proposing that Indiana create a law stating that any individual who has a reason to believe an animal is a victim of abuse or neglect has the duty to make a report. While reporting animal abuse is everyone's public duty, this law would REQUIRE some professionals in the animal care field to do so, such as: veterinarians, vet techs, kennel attendants, groomers, boarding facilities and doggy daycares. These reporters would be legally obligated by their profession to report animal abuse or neglect. There is already a mandated reporter law in Indiana pertaining to child abuse. Make animal care professionals in Indiana mandated reporters!
