

Do not weaponize student transcripts by including immunization records on them.
The Issue
I received my daughter's report card (transcript) and noticed that it has her immunization record on it.
The 2021 Indiana Code states that the school corporation "shall" (mandatory) keep a copy of the record on file, but that it "may" (preference) share it with a student transfer to another school or to a school of higher education. I view this information as private information, even protected by HIPAA.
Additionally, a transcript is a quantitative and qualitative measure of a student's performance through specific academic criteria and should not show bias if that child achieves those grades with one arm, one leg, or if they are the color purple. Their immunization record has no bearing on their academic performance.
I'm concerned that with this political climate, it will be used to develop a bias towards the student by the party receiving the transcript with the recent vaccine mandates and don't feel that the school corporation should weaponize student transcripts.
Anyone else concerned about this? I'd like to form a petition to have it removed.
I, for one, value our family's privacy and anyone wanting information about me or my minor student, needs to go through me first.

Sec. 1. (a) Each school shall keep an immunization record of the school's students according to procedures prescribed by the state department of health.
(b) Whenever a student transfers to another school, the school from which the student is transferring may furnish, not later than twenty (20) days after the transfer, a copy of the student's immunization record to the school to which the student is transferring.
(c) Whenever a student enrolls in a state educational institution, the school from which the student graduated may furnish a copy of the student's immunization record to the state educational institution. If the student is enrolled in a state educational institution while still attending a secondary level school, the secondary level school that the student is attending may furnish a copy of the student's immunization record to the state educational institution.
