No Aadhaar Card for Railway Booking (now)

The Issue

Indian Railways have issued a notification suggesting denial of train tickets if we do not have an Aadhaar card.

Sources say Indian Railways is all set to link passenger ticketing services with the database scheme in what is being seen as a bid to slash expenses on subsidy and other concessions. This will be an excellent initiative ONLY if Indian Govt has a confirmation that 
1. Aadhaar is the only reference in our Nation which can be used to trace the authenticity of a citizen. (meaning.. a Passport, Voter ID, PAN Card or Driving License cannot be considered as good reference)
2. All citizens already have an Aadhaar 
3. All Aadhaar cards issued thus far have been given ONLY to real citizens of India (as in the case of a Passport where police verification is involved etc.)
4. Aadhaar information is not available in public domain (Data privacy to avoid fraud)

None of the above conditions are met and the biggest flaw with Aadhaar is that 100s of cards with complete details are already available online. It is a simple task for anyone to use these information to impersonate as another.

The Supreme Court of India too have passed a judgement where Aadhaar cannot be made mandatory. However, it is difficult to comprehend why Indian Railways insists on the Aadhaar as the ONLY reference for a traveller.

This move will adversely affect passengers like me who do not have an Aadhaar Card(I am at Chennai and we have very few UIDA centers in the vicinity), but have other references such as Passport, Voter ID, PAN card, DL etc.

Request the Railways administration to withdraw the decision to consider Aadhaar as a valid proof of identity. 

A note : Almost all bangladeshi workers in our vicinity has an Aadhaar card. I do not understand how an organisation knowing this fact, can implement such an imperfect solution.

Aadhaar is not compulsory — it is just a voluntary “facility.” UIDAI’s concept note stresses that “enrolment will not be mandated.” But there is a catch: “… benefits and services that are linked to the UID will ensure demand for the number.” This is like selling bottled water in a village after poisoning the well, and claiming that people are buying water voluntarily. The next sentence is also ominous: “This will not, however, preclude governments or registrars from mandating enrollment.” – Jean Dreze, Visiting Prof of Economics, University of Allahabad, Ex-NAC Member
