Citizens have raised serious questions as to whether:

a)  Chronic underdevelopment has been used to encourage reliance on patronage and handouts.

b)  Crime and drug activity have been inadequately addressed, weakening communities and civic engagement.

c)  Institutional weakness has benefited those with political connections while harming the broader population.

d)  Social instability has distracted from scrutiny of governance, public finances, and personal enrichment

8.  Government Procurement Practices and Misuse of Public Funds.

Under Prime Minister Roosevelt Skerrit’s leadership, major government contracts have been awarded to foreign companies without adequate transparency, competitive tendering, or meaningful inclusion of local businesses and professionals. Under Prime Minister Roosevelt Skerrit’s leadership, there are reports and witnesses that government-funded gifts and resources including food, building materials,  fisheries equipment, and other community support have been distributed selectively to individuals and communities loyal to the ruling party, while others who do not support the party have received nothing. 

For example, during the most recent Christmas season, hams and other gifts were reportedly given to party loyalists, while many residents in need were deliberately excluded, effectively using public resources as a weapon to reward supporters and punished and excluded others who were in desperate need.

This raises serious concerns that public funds and resources are being used as political tools to influence votes, rather than for the fair and equitable benefit of all citizens. 

Such practices suggest favoritism and potential abuse of public office, highlighting the urgent need for an independent investigation into Prime Minister Roosevelt Skerrit’s personal involvement in the distribution of government resources and the use of state assets for political advantage.

10.  Questionable Allocation of Public Scholarships to Politically Connected Families.

Reports indicate that Prime Minister Roosevelt Skerrit’s child received a publicly funded scholarship despite the family already having access to multiple government salaries, including the Prime Minister Roosevelt Skerrit’s salary, two parliamentary pay, two ministerial pay.

This lack of transparency raises serious concerns that public office may have been used for personal enrichment, conflicts of interest, or preferential treatment, and undermines confidence in the integrity of government leadership. The Dominican people deserve full accountability and answers, and an independent investigation is urgently needed to determine the origins, legality, and disclosure of all assets held by Prime Minister Roosevelt Skerrit, ensuring that no public resources were misused for personal gain and that public trust is fully restored.

12.  Personal Business Holdings and Interests Since Taking Office.

Since assuming the role of Prime Minister, Roosevelt Skerrit has not provided a transparent account of any personal businesses, investments, or financial interests that he or his immediate family may hold. This lack of disclosure prevents citizens and Parliament from understanding whether public office is being leveraged for private gain, or whether decisions made in government may have benefited his personal enterprises. 

Given the potential for conflicts of interest and improper influence over state contracts or resources, an independent investigation is urgently needed to examine all business holdings and financial interests of Prime Minister Roosevelt Skerrit since taking office, ensuring full accountability and protection of the public interest.

13.  Excessive National Debt, Democratic Erosion, and Regional Concern.

Under Prime Minister Roosevelt Skerrit’s leadership, Dominica has accumulated unprecedented levels of public debt, placing a severe and long-term burden on present and future generations. There has been no full public disclosure detailing the exact dates, amounts, lenders, terms, or purposes of these debts, nor a clear accounting of how borrowed funds were used. 

This lack of transparency raises serious concerns that debt accumulation may have been deliberate, mismanaged, or structured to benefit private or political interests. Such practices undermine democratic governance, weaken public trust, and are alarming not only to Dominican communities but also to regional and international partners concerned about financial integrity, accountability, and the stability of democratic institutions. 

Allegations that public borrowing coincided with unexplained personal wealth accumulation warrant an independent investigation to determine whether public office was used, directly or indirectly, for personal gain and whether national debt was incurred in the best interests of the Dominican people.

A National Call for Transparency, Accountability, and Democratic Integrity in Dominica.

Leadership that is transparent, accountable, and answerable to the people, upholding the Constitution and the rule of law.

We therefore call for:

a)  A full, independent, and impartial investigation into the conduct of Prime Minister Roosevelt Skerrit and his administration, free from government or partisan influence.

b)  Comprehensive forensic audits of the Citizenship by Investment (CBI) program, covering all revenues and expenditures over the past decades, with full public disclosure of findings.

c)  The immediate public release of independently audited financial statements, including all public revenues, expenditures, debts, and obligations, presented to Parliament and the people of Dominica.

d)  An independent investigation into foreign alliances, diplomatic agreements, and international arrangements, to determine whether such decisions complied with constitutional requirements and served the national interest.

e)  Urgent implementation and independent oversight of long-promised electoral reforms, to restore public confidence in free, fair, and transparent elections and strengthen democratic institutions.

f)  A transparent review of all immigration, refugee, and deportee agreements or arrangements, including public disclosure and parliamentary scrutiny of any existing or proposed commitments.

g)  An independent examination of long-term governance failures, including whether sustained poverty, rising crime, and drug proliferation were exacerbated through neglect, policy choices, or institutional weaknesses that undermined social stability and public safety.

h)  A full independent review of government procurement and contracting practices, including the awarding of major contracts to foreign companies, to assess transparency, fairness, compliance with procurement laws, and the inclusion of local businesses.

i)   Independent scrutiny of asset declarations, wealth accumulation, and potential conflicts of interest involving senior public officials, to ensure consistency with lawful income and ethical standards.

j)  An independent investigation into the distribution of government-funded gifts and resources, including food, fisheries equipment, and community projects, to determine whether they were allocated fairly and equitably, or used to favor party loyalists during election cycles.

k)  A review of all election-period allocations of public resources under Prime Minister Roosevelt Skerrit’s leadership, to identify patterns of favoritism and assess whether public funds were misused for political gain or personal advantage.

l)  Public disclosure of criteria and decision-making processes for community support programs, ensuring that future distributions are transparent, impartial, and in the best interest of all citizens, not selectively benefiting political supporters.

m)  Recommendations for safeguards and oversight mechanisms to prevent the abuse of public resources for political purposes, including independent monitoring during elections.

n)  The involvement of appropriate regional or international oversight bodies, where necessary, to ensure credibility, impartiality, and public confidence in all investigations.

o)  Appropriate constitutional and legal proceedings, where warranted by the findings, including any lawful measures to hold office-holders accountable or remove them from office in accordance with the Constitution and the rule of law.

Democracy thrives on transparency, accountability, and integrity, and it is our duty as citizens to uphold these core principles. Recent events surrounding Prime Minister Roosevelt Skerrit of Dominica have raised significant concerns that warrant immediate attention and action. We are calling for an independent investigation devoid of government and partisan influences, followed by potential impeachment proceedings if merited by the findings.
