The issue

For 20 years — from Bazley Commission in 2007 to Public Service Commission (PSC) in 2026 - independent reviews have told same story: NZ Police culture where loyalty to colleagues trumps loyalty to integrity, where speaking up ends careers & where senior officers are held to a lower standard than those they command. The words change – the findings do not! NZ Police have made progress in patches, but the underlying cultural rot persists! 

PSC's April 2026 Performance Improvement Review report painted a stark picture of a NZ Police force where culture of “tribalism” at the top, perception of 2-tier justice & complaint systems that have failed staff have created a mission-critical integrity crisis. This is not about a few bad apples; the report points to a systemic rot where loyalty can trump merit, speaking up is risky & complaint processes are broken. 

The NZ Police leadership challenge is to drive a generational shift in culture, embedding zero tolerance for misconduct from the front line to the executive suite. Without that sustained, uncomfortable & publicly accountable effort; the review’s findings will be just another report on a shelf gathering dust while Public trust continues to erode.

Enough is enough. NZ Police have had 20 years to properly address their systematic cultural issues – instead, they have just ‘tweaked the edges’! The only proper solution is for NZ Police to be directed by &, most importantly, be accountable to an Independent Commission of Inquiry laying out a roadmap of the required steps to finally address NZ Police’s rotten culture.

When I lodged my 89 pages crime report on NZ Police’s online portal in January 2021, I reasonably expected its very simple Euro/Interpol (who do not deal directly with the Public – only Countries’ Police) referral would be properly completed by NZ Police within 3 months. I had no inkling 5+ years later would be no closer to such a referral; while a ‘swamp’ of NZ Police personnel’s corruption and serious misconduct & neglect of duty has been exposed:
– blocked my access to internal accountability processes
– conducted themselves without empathy, integrity, professionalism & respect (Police’s so-called values)
– covered up their misbehaviour
– cruelly let me falsely believe for 6 months Europol were investigating my crime report
– deliberately hid evidence probably exposing further corruption and serious misconduct & neglect of duty
– despite being informed Police have a “robust” process, all my escalation attempts right up to the Commissioner were ignored
– have terrible conduct, culture & service research seemingly ‘swept under the carpet’
– ignored 3 direct investigation opportunities I orchestrated 
– lied (& did not apologize when presented evidence of such), misrepresented Parliamentary Acts, pretended significant events never occurred – like the probable crime escalation from $US15M to $1B, tried to rewrite history etc
– wasted hours trying to defend not doing just a 15 minutes totally justified task which would have resolved this issue
– were totally devoid of proactive solution-orientated behaviour
– would not bring the above misbehaviour to the Commissioner’s attention i.e. a mere 1 minute task
