I recently witnessed an atrocity that has left a scar on my heart. A neighbor's innocent dog was violently beaten with no remorse shown and with barely any consequence for those responsible. This horrifying act has driven me to speak out because this, unfortunately, is not an isolated incident.

In Malaysia, animal cruelty continues to be a pervasive issue. While the Animal Welfare Act 2015 was a step in the right direction, imposing a fine and jail time, it is glaringly insufficient. Reports from animal rights organizations such as the Society for the Prevention of Cruelty to Animals (SPCA) in Selangor indicate that too many abusers often evade proper punishment due to lenient penalties and bureaucratic loopholes.

The statistics are alarming: according to a report by World Animal Protection, over 10,000 cases of animal abuse are documented annually in Malaysia. Despite this, only a fraction ever lead to a conviction. This highlights a significant gap in our justice system which fails to act as a deterrent to potential offenders.

Increasing the penalties for animal cruelty is not just about retribution. It serves as a crucial step towards societal change, setting an example that such behavior is unacceptable and will be met with serious consequences. We need to create an environment where compassion and responsibility towards our animals are fundamental values.

To achieve this, I propose that the Malaysian Government strengthen the Animal Welfare Act by:

1. Doubling fines and mandatory jail times for individuals found guilty of animal cruelty.
2. Establishing a national registry for those convicted of animal abuse to prevent them from owning animals again.
3. Providing additional resources for animal protection agencies to enable better enforcement of these laws.

These measures aim not only to impose stricter consequences but to offer a practical framework for preventing such cruelty in the future.
