Line Producers, UPMs, EICs and such please reach out!  In particular if you do the types of unscripted programming that's being excluded like game shows, talk shows, and other reality.  I would love to make a proposal to Sacramento that says "these types of programs should be included as long as they spend "x" amount of dollars per season."

Despite having 850 signatures on this petition in less than a week and reaching out multiple times to my representatives I still don't have answers to these basic questions. 

Why are certain genres of unscripted work intentionally excluded?

When it says competition shows with a budget of over 1 million dollars, is that per episode?

Assuming so, why not include other genres and make the incentive be for a total budget per season?
