Include all failing NHS trusts in the national review of maternity care across England
The Issue
Across England, too many families have suffered birth trauma, avoidable injuries and devastating losses during childbirth. While the Government’s national investigation into maternity services is a step forward, it only includes 14 (now changed to 12) NHS trusts meaning the majority of inadequate NHS trusts — including Hull Women and Children’s Hospital — are not being reviewed.
Every family deserves the same level of safety, accountability and care. By excluding entire areas, the investigation risks overlooking critical failings. We need one comprehensive review, one that includes all failing and inadequate trusts—so no family is left unheard, no hospital left unexamined, and no lesson left unlearned.
We are calling on the Government to:
- Expand the current investigation into maternity services to include all inadequate NHS trusts, ensuring no region is left behind.
- Commission a full, independent national review of maternity care, including birth trauma, unsafe staffing levels, and preventable harm.
- Provide ring-fenced funding to recruit and train more midwives and ensure safe staffing ratios across every maternity unit in England.
Too many parents have lived through preventable trauma — and too many midwives are working under impossible pressure. We need a maternity system that protects both families and staff.
This petition supports an official Parliament petition also calling for a full national review and improved funding for midwifery training and safety.
