Improving SEND Services and Accountability in Sandwell

The Issue

As a parent of a child with identified special educational needs, I am deeply concerned about the ongoing failures within Sandwell Council's SEND services. My child is currently without a suitable school placement despite our relentless efforts to secure one. Like many families in our situation, we've faced significant delays in the finalisation of Education, Health, and Care Plans (EHCPs), experienced poor communication, and encountered a lack of clarity regarding decision-making and timeframes.

The current state of SEND services is leaving families in turmoil, forcing parents into a constant cycle of chasing for updates. We are often given unclear explanations about decisions or timeframes, leaving children without the education they critically need. This is distressing and unacceptable, as every child deserves access to appropriate education and support.

According to data from the Department for Education, delays in EHCPs impact thousands of families across the UK every year, with the statutory timeframe of 20 weeks frequently missed. Furthermore, Ofsted and the Care Quality Commission recently reported on various local councils in the UK, indicating that the coordination and delivery of SEND services need urgent improvement.

We call upon Sandwell Council to take immediate and effective action to rectify these issues. There must be an overhaul of the current processes to ensure that EHCPs are finalised within the statutory timeframe, communication is timely and clear, and there is meaningful consultation with appropriate schools. Additionally, a transparent and efficient complaint and feedback mechanism must be established to guarantee that parents’ voices are heard and acted upon.
