The Issue
A Petition for Better Protection of Lost and Stray Animals in Martensville
The loss of my beloved cat, Mo, exposed serious gaps in how stray animals are handled in our community. While the City has acknowledged these concerns and is reviewing procedures, our community deserves more than discussions—we deserve a clear commitment to meaningful change.
Every lost pet deserves every reasonable opportunity to return home.
We, the undersigned, ask the City of Martensville to commit to the following:
1. Establish a local animal holding service operated by the City or through a partnership with a nearby municipality that shares these values, keeping lost pets closer to the community where they were found.
2. Adopt clear, written procedures for the identification and care of every stray animal, including documented steps before permanent decisions are made.
3. Prioritize reunification. Every available identification method—including microchips, tattoos, veterinary records, licensing information, and other reasonable avenues—should be explored before an animal is considered unclaimed.
4. Extend holding periods when identification leads exist or there is a reasonable possibility that an owner can be located.
5. Create a community adoption program so healthy, unclaimed animals are given every reasonable opportunity to find loving homes instead of facing unnecessary euthanasia.
6. Adopt a humane euthanasia policy in which euthanasia is considered only when medically necessary to prevent unavoidable suffering or when required for public safety.
7. Ensure transparency and accountability through proper documentation, record keeping, and regular review of animal care policies.
Mo's story should never happen again.
This petition isn't about blame. It is about building a compassionate, accountable system that reflects the values of our community and gives every lost pet the best possible chance to return home.
