The Issue

Hello,

My name is Jennifer Ball, and I am a Calgary mother of a non-verbal autistic child. I am reaching out because there is a serious gap in Canada’s emergency alert system. When a vulnerable child goes missing but there is no evidence of an abduction, the situation may not meet the criteria for an Amber Alert—even when that child is non-verbal, autistic, medically vulnerable, unable to ask for help, or at immediate risk of serious harm. This leaves families like mine in a state of despair and helplessness at the time we need assistance the most.

The Amber Alert system in Canada is crucial, but its current limitations may inadvertently exclude some of the most vulnerable children who need it. Children with autism who are non-verbal or have other developmental disabilities can easily wander away, yet without the immediate threat of abduction, these cases may not trigger an alert. It is essential to recognize that their inability to communicate and understand danger puts them at a heightened risk. According to Autism Canada, an estimated 49% of children with autism are prone to wandering, highlighting a dire need for immediate attention to this matter.

We propose broadening the criteria to include all missing children who are deemed at risk due to medical, developmental, or communication challenges, regardless of evidence indicating an actual abduction. An "At Risk Alert" could bridge this gap, allowing law enforcement to disseminate information swiftly and effectively, increasing the likelihood of a safe recovery.

Families in communities across Canada face this terrifying reality, hoping that policies evolve to protect those in need better. Implementing this change will require collaboration between government authorities, law enforcement, and organizations specializing in autism and child welfare. By doing so, we can enhance the safety net for these children and provide peace of mind to countless families.
