Subject: Demand to Replace the Three-Language Policy with a Two-Language Policy in Karnataka Schools

Respected Authorities,

We, the undersigned, representing the people of Karnataka under Namma Naadu, Namma Alvike (NNNA), firmly oppose the three-language policy in schools. We demand a two-language policy, in which only Kannada and English are mandatory languages in school education.

Reasons for Our Demand:

1. High Failure Rate in Hindi: In 2024 alone, over 90,000 SSLC (Class 10) students failed Hindi, underscoring the burden of an unnecessary third language.
2. Increased Dropout Rates: A third language adds pressure, especially on rural students, leading to higher dropout rates.
3. Reducing the Burden on Students: A third language unnecessarily increases students' academic burden, making learning more stressful and less effective. If the third language is removed, students can dedicate more time and attention to the remaining subjects, which will help them achieve better results.
4. Two-Language Precedents in Other States: Hindi-speaking states like Uttar Pradesh and Bihar, as well as Tamil Nadu, follow the two-language policy, demonstrating that a third language is not essential in school education.
5. Ensuring Global Competitiveness with English: English, the global language of communication, business, and higher education, must be taught effectively alongside Kannada.
6. Preserving the Primacy of Kannada: As Karnataka’s official language, Kannada must remain central to education.
7. No Unnecessary Imposition: Learning any third language should remain optional, not mandatory.
8. Better Resource Allocation: A two-language policy enables better resource allocation, ensuring higher-quality education in Kannada and English instead of spreading resources across multiple languages.

Our Demands:

1. Withdraw the three-language policy immediately.

2. Implement a two-language policy with Kannada and English.

3. Strengthen Kannada-medium schools while ensuring effective English education.

4. Enforce uniform adoption across government and private schools.

We urge the government to take swift action in the best interests of Karnataka’s students and linguistic heritage. A two-language policy will ensure a balanced, effective education system that serves our children while preserving our cultural identity.

ವಿಷಯ: ಕರ್ನಾಟಕದ ಶಾಲೆಗಳಲ್ಲಿ ತ್ರಿಭಾಷಾ ನೀತಿಯನ್ನು ರದ್ದುಪಡಿಸಿ, ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್‌ನೊಂದಿಗೆ ದ್ವಿಭಾಷಾ ನೀತಿಯನ್ನು ಜಾರಿಗೆ ತರಲು ಒತ್ತಾಯ

ಮಾನ್ಯರೇ ,

ನಮ್ಮ ನಾಡು, ನಮ್ಮ ಆಳ್ವಿಕೆ (NNNA) ಅಡಿಯಲ್ಲಿ ಕರ್ನಾಟಕದ ಹಿತಾಸಕ್ತಿಗಳನ್ನು ಪ್ರತಿನಿಧಿಸುತ್ತಿರುವ ನಾವು, ರಾಜ್ಯದ ಶಾಲಾ ಶಿಕ್ಷಣದಲ್ಲಿ ಪ್ರಸ್ತುತ ಜಾರಿಯಲ್ಲಿರುವ ತ್ರಿಭಾಷಾ ನೀತಿಗೆ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸುತ್ತೇವೆ. ಶಾಲಾ ಶಿಕ್ಷಣದಲ್ಲಿ ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್ ಭಾಷೆಗಳು ಕಡ್ಡಾಯವಾಗಿರುವ ದ್ವಿಭಾಷಾ ನೀತಿಯನ್ನು ಜಾರಿಗೆ ತರುವಂತೆ ಒತ್ತಾಯಿಸುತ್ತೇವೆ.

ನಮ್ಮ ಒತ್ತಾಯಕ್ಕೆ ಕಾರಣಗಳು:

1. ಹಿಂದಿ ಭಾಷೆಯಲ್ಲಿ ಹೆಚ್ಚಿನ ವಿದ್ಯಾರ್ಥಿಗಳು ಅನುತ್ತೀರ್ಣ: 2024 ರಲ್ಲಿ, 90,000 ಕ್ಕೂ ಹೆಚ್ಚು ಎಸ್‌ಎಸ್‌ಎಲ್‌ಸಿ (10 ನೇ ತರಗತಿ) ವಿದ್ಯಾರ್ಥಿಗಳು, ಹಿಂದಿಯಲ್ಲಿ ಅನುತ್ತೀರ್ಣರಾಗಿದ್ದಾರೆ. ಇದು, ಅನಗತ್ಯ ಮೂರನೇ ಭಾಷೆಯ ಹೊರೆಯೆಷ್ಟಿದೆ ಎಂಬುದನ್ನು ತೋರಿಸುತ್ತದೆ.

2. ಶಾಲೆಯಿಂದ ಹೊರಗುಳಿಯುವ ವಿದ್ಯಾರ್ಥಿಗಳ ಸಂಖ್ಯೆಯಲ್ಲಿ ಏರಿಕೆ: ಮೂರನೇ ಭಾಷೆಯು ವಿಶೇಷವಾಗಿ ಗ್ರಾಮೀಣ ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲೆ ಒತ್ತಡವನ್ನು ಹೆಚ್ಚಿಸುತ್ತದೆ, ಇದು ಶಾಲೆಯಿಂದ ಹೊರಗುಳಿಯುವ ಪ್ರಮಾಣ ಹೆಚ್ಚಾಗಲು ಕಾರಣವಾಗುತ್ತದೆ.

3. ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲಿನ ಒತ್ತಡವನ್ನು ತಗ್ಗಿಸುವುದು: ಮೂರನೇ ಭಾಷೆಯು ವಿದ್ಯಾರ್ಥಿಗಳ ಶೈಕ್ಷಣಿಕ ಹೊರೆಯನ್ನು ಅನಗತ್ಯವಾಗಿ  ಹೆಚ್ಚಿಸಿ, ಕಲಿಕೆಯನ್ನು ಹೆಚ್ಚು ಒತ್ತಡ ಮತ್ತು ಕಡಿಮೆ ಪರಿಣಾಮಕಾರಿ ಆಗಿಸುತ್ತದೆ ಮೂರನೇ ಭಾಷೆ ರದ್ದಾದರೆ ಉಳಿದ ಪಠ್ಯ ವಿಷಯಗಳಿಗೆ ಹೆಚ್ಚು ಸಮಯ ಮತ್ತು ಗಮನ ನೀಡಿ ಉತ್ತಮ ಫಲಿತಾಂಶ ಪಡೆಯಲು ಸಹಾಯವಾಗುತ್ತದೆ.

4. ಇತರ ರಾಜ್ಯಗಳಲ್ಲಿನ ದ್ವಿಭಾಷಾ ನೀತಿಯ ಉದಾಹರಣೆಗಳು: ಉತ್ತರ ಪ್ರದೇಶ ಮತ್ತು ಬಿಹಾರದಂತಹ ಹಿಂದಿ ಮಾತನಾಡುವ ರಾಜ್ಯಗಳು ಹಾಗೂ ತಮಿಳುನಾಡು ರಾಜ್ಯವು ದ್ವಿಭಾಷಾ ನೀತಿಯನ್ನು ಅನುಸರಿಸುತ್ತಿವೆ. ಇದು ಶಾಲಾ ಶಿಕ್ಷಣದಲ್ಲಿ, ಮೂರನೇ ಭಾಷೆ ಅತ್ಯಗತ್ಯವಲ್ಲ ಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ತೋರಿಸುತ್ತದೆ.

5. ಇಂಗ್ಲಿಷ್‌ನೊಂದಿಗೆ ಜಾಗತಿಕ ಸ್ಪರ್ಧಾತ್ಮಕತೆಯನ್ನು ಖಚಿತಪಡಿಸುವುದು: ಸಂಪರ್ಕ, ವ್ಯವಹಾರ ಮತ್ತು ಉನ್ನತ ಶಿಕ್ಷಣದ ಜಾಗತಿಕ ಭಾಷೆಯಾದ ಇಂಗ್ಲಿಷ್ ಅನ್ನು ಕನ್ನಡದೊಂದಿಗೆ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಕಲಿಸಬೇಕು.

6. ಕನ್ನಡದ ಪ್ರಾಮುಖ್ಯತೆಯನ್ನು ಕಾಪಾಡುವುದು: ಕರ್ನಾಟಕದ ಅಧಿಕೃತ ಭಾಷೆಯಾಗಿ, ಕನ್ನಡ ಶಿಕ್ಷಣದಲ್ಲಿ ಮೊದಲ ಸ್ಥಾನದಲ್ಲಿರಬೇಕು.

7. ಯಾವುದೇ ಅನಗತ್ಯ ಹೇರಿಕೆ ಬೇಡ: ಯಾವುದೇ ಮೂರನೇ ಭಾಷೆಯು ಕಡ್ಡಾಯವಾಗಿರದೆ ಐಚ್ಛಿಕವಾಗಿರಬೇಕು.

8. ಉತ್ತಮ ಸಂಪನ್ಮೂಲ ಹಂಚಿಕೆ: ದ್ವಿಭಾಷಾ ನೀತಿಯು ಉತ್ತಮ ಸಂಪನ್ಮೂಲ ಹಂಚಿಕೆಗೆ ಅನುವು ಮಾಡಿಕೊಡುತ್ತದೆ, ಬಹು ಭಾಷೆಗಳಿಗೆ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಹಂಚುವ ಬದಲು ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್‌ನಲ್ಲಿ ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣವನ್ನು ಕೊಡಲು ಸಹಕಾರಿಯಾಗುತ್ತದೆ.

ನಮ್ಮ ಒತ್ತಾಯಗಳು:

1. ತ್ರಿಭಾಷಾ ನೀತಿಯನ್ನು ತಕ್ಷಣವೇ ರದ್ದುಪಡಿಸಿ

2. ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್ ಭಾಷೆಗಳೊಂದಿಗೆ ದ್ವಿಭಾಷಾ ನೀತಿಯನ್ನು ಜಾರಿಗೆ ತಂದು, ಸಮರ್ಥ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆಯನ್ನು ರೂಪಿಸಿ.

3. ಇಂಗ್ಲಿಷ್ ಕಲಿಕೆಯಲ್ಲಿ ಪರಿಣಾಮಕಾರಿ ವಿಧಾನಗಳನ್ನು ಅಳವಡಿಸಿ ಹಾಗೂ ಕನ್ನಡ ಮಾಧ್ಯಮ ಶಾಲೆಗಳಿಗೆ ಹೆಚ್ಚಿನ ಪ್ರೋತ್ಸಾಹ ನೀಡಿ.

4. ಸರ್ಕಾರಿ ಮತ್ತು ಖಾಸಗಿ ಶಾಲೆಗಳಲ್ಲಿ ಏಕರೂಪದ ಶಿಕ್ಷಣ ನೀತಿಯನ್ನು ಜಾರಿಗೊಳಿಸಿ.

ಕರ್ನಾಟಕದ ಮಕ್ಕಳ ಭವಿಷ್ಯ ಮತ್ತು ಭಾಷಾ ಪರಂಪರೆಯ ರಕ್ಷಣೆಗಾಗಿ, ಈ ಕ್ರಮಗಳನ್ನು ತ್ವರಿತವಾಗಿ ಕೈಗೊಳ್ಳಬೇಕೆಂದು ಸರ್ಕಾರವನ್ನು ನಾವು ಕೋರಿಕೊಳ್ಳುತ್ತೇವೆ. ದ್ವಿಭಾಷಾ ನೀತಿ ಸಮತೋಲನದೊಂದಿಗೆ ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆಯನ್ನು ರೂಪಿಸುವಲ್ಲಿ ಪ್ರಮುಖ ಹೆಜ್ಜೆಯಾಗಲಿದೆ.
