The NOAH Alert:

National Outreach & Alert for High Risk Children

As a father, the thought of losing a child is terrifying. The safety of our children must be a priority, yet when a child goes missing or is believed to have been abducted, there is currently no single, nationwide public alert system in the UK designed to rapidly mobilise the public when a child is considered to be at serious or immediate risk.

I am calling on the UK Government to introduce a NOAH Alert, a national emergency alert system for missing and abducted children who are considered to be at serious or immediate risk, inspired by the Amber Alert systems used in the United States and elsewhere.

The principle is simple: when a child is believed to be in serious or immediate danger, time matters.

The NOAH Alert would provide the police with a means of rapidly distributing critical information about a child to the public through appropriate channels, potentially including mobile emergency alerts, television and radio broadcasts, digital platforms, roadside signs and other available communication networks.

In the United States, the Amber Alert system has been operating since 1996 and has played a role in the recovery of thousands of children. Its underlying principle is that the public can become an additional resource for law enforcement when critical information needs to be distributed quickly and widely.

The UK already has Child Rescue Alert, which provides an important mechanism for publicising certain high risk missing child cases. However, I believe there is an opportunity to develop a more comprehensive, nationally coordinated system capable of reaching the public rapidly through modern communication technology.

The NOAH Alert should not mean that every missing child automatically triggers a nationwide emergency alert. Instead, clear criteria should be established so that the police can activate the system when they determine that a child is at serious or immediate risk and that public assistance could help to locate them.

The potential benefit is enormous. A single alert could put millions of people on notice: people travelling on our roads, using public transport, checking their phones, watching television or simply going about their daily lives. Someone may see a vehicle, recognise a location or notice a child who otherwise might have gone unnoticed.

When a child is missing, every second matters.

The NOAH Alert would not replace the work of the police, search teams, charities or existing missing child services. It would provide another tool, one capable of rapidly turning members of the public into additional eyes and ears when they may be desperately needed.

I am therefore calling on the UK Government to consider the implementation of a national NOAH Alert system for missing and abducted children who are considered to be at serious or immediate risk, including appropriate safeguards, activation criteria and the use of mobile emergency alerts and other communication channels.

Our children deserve every reasonable opportunity to be found quickly and brought home safely.

Let us give the public the information they need to help.

Let us give families another layer of protection.

Let us give the UK a NOAH Alert.
