Implement the National Nursing and Midwifery Commission Act
The Issue
The NNMC Act, 2023 was passed to bring long-overdue reform in nursing education and regulation. More than a year later, implementation is still pending. We urge the Government of India to operationalize the Commission immediately and begin the transformation Indian nurses have long awaited.
We, the undersigned nurses, educators, health professionals, and citizens of India, respectfully demand the urgent implementation of the National Nursing and Midwifery Commission (NNMC) Act, 2023.
The NNMC Act was passed by the Indian Parliament with a bold and progressive vision—to strengthen the nursing profession, bring transparency and accountability, modernize education, and align our systems with global standards.
Yet, over a year later, the Commission remains non-functional. Leadership appointments are still pending. No notifications have been issued. No roadmap for implementation has been communicated.
This delay has serious consequences:
It stalls essential reforms in nursing education and workforce planning.
It demoralizes lakhs of nurses who are the backbone of India’s healthcare delivery.
It undermines efforts to improve patient safety, quality of care, and health system resilience.
Nurses constitute more than 30% of India’s health workforce. From critical care units to rural health centers, they serve selflessly. The NNMC Act was meant to empower them. Delaying its implementation denies nurses their due and delays progress for the entire healthcare system.
We urge the Hon’ble Minister and the Government of India to:
Immediately constitute the NNMC and appoint its leadership
Issue the required notifications to operationalize the Commission
Establish a clear implementation timeline and roadmap
Engage nursing leaders and stakeholders in transparent communication and collaboration
This is not just a bureaucratic step. It is a moral and professional imperative. Nurses have stood by the nation in every health emergency and pandemic. Now is the time for the nation to stand by its nurses.
We request all concerned citizens to support this petition and call on the Government to act now.
