#ActNowToEndGBV: Petition to the Cabinet Secretary for Gender, Culture and Children Services and the Parliament of Kenya

Every day in Kenya:

Another woman is assaulted.
Another girl is sexually abused.
Another child goes missing.
Another family is left searching for justice.
This is not normal. It is not inevitable. It is not acceptable.

Kenya Has Laws; But Not Action
Kenya has some of the strongest legal protections in Africa. Our Constitution guarantees the right to life, dignity, equality, freedom from violence, and equal protection under the law. We have:

• The Sexual Offences Act
• The Protection Against Domestic Violence Act
• The Victim Protection Act
• The Children Act
• The problem is not legislation. The problem is failure to implement.

The Nancy Baraza Report
In response to rising gender-based violence and femicide, the Government established the Technical Working Group on Gender-Based Violence and Femicide, chaired by Hon. Lady Justice (Rtd.) Dr. Nancy Baraza. The Taskforce consulted widely and produced practical recommendations:

• Strengthen prevention
• Improve survivor support
• Enhance investigations
• Ensure perpetrators face justice
• But recommendations alone do not save lives. Implementation does.

Our Demands
To the Cabinet Secretary for Gender, Culture and Children Services:

1. Publish a clear implementation plan with timelines, responsibilities, and measurable targets.
2. Allocate adequate funding to carry out the recommendations.
3. Coordinate across all relevant government agencies.
4. Provide regular public updates on progress.

To Parliament:

1. Exercise oversight to ensure full implementation.
2. Allocate sufficient funding in the national budget.
3. Hold agencies accountable through reporting and public scrutiny.

 

To Justice Sector Institutions:

1. Investigate reports of gender-based violence promptly and professionally.
2. Prioritise prosecution of perpetrators.
3. Strengthen survivor-centred justice systems.
4. Invest in forensic services, shelters, safe houses, and child protection.
    

Why This Matters
Violence against women and children is not simply a women’s issue. It is a constitutional issue. A governance issue. A test of whether Kenya protects its people equally. No woman should fear for her life because she is a woman. No child should disappear without urgent action. No survivor should be denied justice because institutions fail them.
