Implement stricter penalties under the Animal Welfare Act

As a passionate advocate for animal rights, I have witnessed firsthand the cruelty and injustice that many animals endure in our community. The Philippine Animal Welfare Society (PAWS) and various organizations have long campaigned for stronger measures, yet the loopholes in our system persist. It is heartbreaking to see these innocent creatures suffer due to weak enforcement and inadequate punishments under Republic Act 8485 (amended by RA 10631), commonly known as the Animal Welfare Act.
Animal torture, dog fighting, and pet slaughter are unspeakable crimes that continue unabated, exploiting the leniency of current regulations. These acts not only inflict severe pain and distress on animals but also reflect a moral decay in our society. Comprehensive studies support that stricter legal consequences can act as a deterrent and hug the need for societal change. The consequences of these actions are severe and affect our community’s well-being and ethical standards.
Statistics reveal a shocking reality—thousands of cases of animal cruelty are reported annually, yet only a fraction leads to convictions. The existing penalties, which include imprisonment ranging from six months to two years and fines of P30,000 to P250,000, are not sufficient deterrents. Moreover, many guilty parties evade punishment due to bureaucratic lapses and legal loopholes.
We need to amend the Animal Welfare Act to impose harsher penalties, such as extended prison terms and higher fines, specifically targeting repeat offenders and those involved in organized animal fighting rings. This can be achieved by increasing minimum jail time to five years and setting fines starting at P500,000. Additionally, strengthening the enforcement mechanisms and ensuring resources for investigation can enhance our collective fight against animal cruelty.
This change is within our reach if we unite and voice our support. A more robust and effective Animal Welfare Act will not only protect our animals better but also advance the moral fabric of our society, taking us a step closer to eliminating animal cruelty once and for all.
