I am a resident of Richland County, Ohio, and I have personally witnessed the heart-wrenching neglect of a dog by my neighbor. The dog was left outside for days on end without shelter, food or water. Despite multiple reports to the Humane Society, the situation barely improved; they merely dropped off some shelter for the dog. This is not an isolated incident but a reflection of a larger issue plaguing our community.

Animal neglect and abuse are serious issues that need immediate attention. It's not acceptable to chain up dogs without providing them with basic necessities like food, water or shelter. When these necessities are provided but then neglected - such as when water bowls are dumped out and left empty for days - it's equally unacceptable.

According to statistics from the Humane Society of United States (HSUS), nearly 1 million animals per year are abused or killed due to domestic violence alone in America (HSUS). This number does not even account for cases like what I've witnessed where negligence plays a part.

We need stricter laws in place that will allow immediate action against those who neglect or abuse animals in Richland County. We need legislation that allows authorities to remove these animals from their current living conditions without question when there is clear evidence of neglect or abuse.
