I am a resident of Antique, Philippines and I have personally witnessed the heartbreaking situation of stray dogs in our community. These innocent creatures are left to fend for themselves, often leading to malnutrition and disease. This is not only an issue of animal welfare but also public health.

The Philippine Animal Welfare Society (PAWS) estimates that there are approximately 11.6 million stray dogs across the country. Despite existing laws such as the Animal Welfare Act of 1998 (Republic Act No. 8485), enforcement remains weak and cases of animal neglect continue to rise.

We need stricter implementation of these laws in Antique, including harsher penalties for those who abandon their pets or fail to provide them with proper care. We also urge local government units to establish more animal shelters where strays can be taken care of until they find a new home.
