The Issue

My wife and I are the proud owners of Shoal Bay Animal Haven, an animal rescue in Arkansas. Every day, we bear witness to the horrifying atrocities committed against innocent animals. Despite our best efforts, we often feel helpless as law enforcement either fails to enforce existing laws or the laws themselves prove insufficient.

We have seen dogs and horses reduced to skin and bone due to starvation. Yet, because a small amount of food is present during welfare checks by police officers, no action is taken. This heartbreaking reality underscores the urgent need for stricter animal cruelty laws in our state.

Arkansas must also introduce mandatory spay/neuter laws to control overpopulation of stray animals who often suffer from neglect or abuse. Furthermore, anti-chain laws are necessary as chaining not only restricts an animal's movement but can also lead to physical injuries and psychological distress.

According to The Humane Society of United States (HSUS), chained dogs are nearly three times more likely to bite than unchained dogs due primarily to their restricted movement and constant exposure to weather extremes.

The time for change is now! We implore lawmakers in Arkansas not only for stricter enforcement of existing animal cruelty laws but also for new legislation that includes mandatory spaying/neutering requirements and anti-chain regulations.
