Implementing milling or scarification, a proven engineering method, before adding new bituminous layers, wherever technically feasible, can significantly minimize these problems by maintaining road level with adjacent structures.

The arbitrary rise in road heights without considering the natural topography and drainage has been damaging and must be addressed urgently. We need a state-wide policy that mandates the use of proper construction methods and enforcement of uniform engineering standards. Our roads should not be raised at the cost of residential safety and environmental balance. With over half a million urban residents potentially affected by these practices, there is an urgent need for change.

An actionable plan should include the formulation and implementation of a state-wide scientific policy governing road infrastructure. The policy should focus primarily on:
