Implement safeguarding checks in religious institutions
The Issue
Protect Children and Vulnerable People Through Mandatory Safeguarding Standards in Religious Institutions
Across many communities, there have been deeply troubling cases where individuals in positions of trust within religious settings have abused or exploited children and vulnerable people. In too many instances, survivors have been left without adequate protection, support, or accountability.
This issue is not limited to one faith or community. Religious institutions, including mosques, madrassas and weekend schools, churches, Sunday schools, synagogues, temples, and gurdwaras, often play an important role in community life. However, many still operate without consistent safeguarding requirements equivalent to those expected in state or private educational environments.
Every child and vulnerable person deserves protection, regardless of where they learn, worship, or receive community support.
Reports from safeguarding organisations and survivor advocacy groups have highlighted serious gaps in oversight, safeguarding training, reporting systems, and background checks within some religious institutions worldwide. These gaps can leave children and vulnerable adults at risk and create barriers to reporting abuse safely.
We are calling on governments, safeguarding authorities, charity regulators, and religious leadership bodies to introduce and enforce stronger safeguarding standards across all religious institutions working with children and vulnerable people.
We call for:
- Mandatory criminal background and safeguarding checks for all staff and volunteers working with children or vulnerable adults.
- Regular safeguarding and child protection training based on nationally recognized standards.
- Clear, confidential, and accessible reporting procedures for abuse allegations and safeguarding concerns.
- Independent oversight and accountability measures to ensure compliance with safeguarding policies.
- Appropriate victim support pathways and cooperation with law enforcement where necessary.
Safeguarding should never depend on the type of institution a child attends. Religious institutions should be safe spaces rooted in trust, compassion, and accountability.
