🐾  I want to Implement "Panda’s Rule" across all Australian veterinary practices so owners and foster carers can mandate a senior multi-vet review whenever they suspect an animal's medical investigation is incomplete, to mandate transparent diagnostic communication and client-initiated clinical reviews when a pet is deteriorating.  

As an official animal rescuer since 2012 and a devoted pet owner, I have dedicated my life to the well-being of creatures who cannot speak for themselves. However, my experience with my 13-year-old cat, Panda, exposed a significant, systemic gap in our veterinary communication protocols that needs urgent addressing.   My intuition told me that something was drastically wrong with Panda and that she likely had cancer. This prompted me to pursue lengthy, expensive, numerous tests and various medications to find definative answers. Instead of a collaborative look at the data, I was explicitly assured by her treating clinic that she was completely cancer-free. This false reassurance cruelly got my hopes up and caused me to disregard my own intuition, which in hindsight, I knew better all along. In reality, a definitive pathology laboratory report confirming terminal Squamous Cell Carcinoma sat uncommunicated and unactioned in the clinic's system for nearly three weeks.  

Because the industry lacks a formal safety net to pause, listen to a carer's concerns, and thoroughly cross-check clinical data, Panda's condition deteriorated rapidly. Instead of the peaceful, dignified, at-home passing I had carefully pre-arranged for her terminal diagnosis, her last night and final hours were spent unsettled and stressed in a chaotic emergency ICU facility. She passed away via humane euthanasia with her family present on 1st July 2026.  

➡️ This campaign is not about attacking individual clinics or veterinarians. Veterinary teams work under severe pressure, and widespread industry burnout directly leads to cognitive fatigue, missed data, and catastrophic communication errors. This rule is designed as a collaborative circuit breaker to protect exhausted vet staff by mandating cross-checking systems to catch vital clinical details before it's too late, while ensuring a handler's intimate knowledge of their animal is treated as a vital diagnostic tool.  

🐶 According to the Australian Veterinary Association, approximately 61% of Australian households own pets, with a significant number deeply valuing their companionship. Animals are an integral part of our families, and we owe them the meticulous care that Panda's Rule would facilitate.  

🐈‍⬛ What Panda’s Rule Will Do:

We call upon the Australian Veterinary Association (AVA) and all state Veterinary Surgeons Boards to officially implement Panda’s Rule as a mandatory patient safety protocol across all general practices, surgeries, emergency hospitals, and specialist centres. This rule will mandate a constructive three-step standard of care:

 1. A Transparent Escalation Path: Every veterinary facility must prominently display a documented process for owners and foster carers by requesting "Panda's Rule" to formally request a case review if they suspect something is wrong or being missed with their animal's care.

2. Mandatory Multi-Vet Diagnostic Review: Activating Panda’s Rule will procedurally compel a senior clinician or director to pause and initiate a thorough investigation. Multiple vets must cross-check the patient's complete file, ensuring all incoming laboratory pathology data, specialist notes, and history have been fully cross-referenced and actioned.

3. A Collaborative, Zero-Penalty Environment: Pet owners and foster carers must be empowered to voice their instincts and demand a thorough investigation without feeling like a nuisance, and without fear of professional pushback.
