Implement Mandatory Spaying/Neutering and Licensing for Animal Breeding

The Issue

As an avid pet lover, it shatters my heart every time I think about the high numbers of innocent animals that are euthanized each day simply due to lack of space in shelters or their age. This is not an issue of the animals, but more so an issue of irresponsible pet ownership and lack of enforcement of spaying/neutering regulations.

I believe, as many of you do, that every life matters, whether human or animal. We wouldn’t accept people or children being killed because an area became too crowded; we would recognize the cruelty in it and work towards a solution. We must do the same for our pets.

The harsh truth: According to the American Society for the Prevention of Cruelty to Animals (ASPCA), approximately 1.5 million shelter animals are euthanized each year. A significant portion of these animals end up in the shelter due to unwanted and unexpected litters resulting from uncontrolled breeding and unchecked pet population growth.

We propose that our government impose stricter pet ownership laws, including requiring all pets to be spayed/neutered unless a breeding license is held. Strict penalties should be enforced for non-compliance. We envision a future where no animals are destroyed because of our failures as a society to control their population.
