Implement Mandatory Spay/Neuter Laws for All Dogs and Cats, Excluding Licensed Breeders

The Issue

As a dedicated foster parent to dogs, I have seen the heart-wrenching reality of stray animals being abandoned in our streets and shelters. Our community is overrun with these innocent creatures who are left to fend for themselves due to irresponsible pet ownership. It's time we take action.

We propose mandatory spay/neuter laws for all dogs and cats. This measure would not apply to licensed breeders who fully health test their litters and parents of litters, ensuring responsible breeding practices.

According to the American Society for the Prevention of Cruelty to Animals (ASPCA), approximately 6.5 million companion animals enter U.S. animal shelters nationwide every year - a number that could be significantly reduced by implementing such laws (ASPCA).

The Humane Society also reports that in seven years, one female cat and her offspring can theoretically produce 420,000 cats; similarly, one female dog and her offspring can theoretically produce 67,000 dogs in six years (Humane Society). These staggering numbers highlight the urgency of this issue.

By enforcing mandatory spay/neuter laws except for licensed breeders who follow strict health testing protocols on their litters' parents, we can control pet overpopulation responsibly while still allowing ethical breeding practices.
