In Massachusetts, countless establishments house animals, including pet stores, zoos, and farms. Yet there is no legal requirement for these places to undergo regular inspections to ensure the welfare of the animals they keep. This lack of oversight can lead to neglect and abuse going unnoticed. According to the American Society for the Prevention of Cruelty to Animals (ASPCA), approximately 6.5 million companion animals enter U.S. animal shelters nationwide every year due to neglect or abuse - a number that could be reduced with proper inspection and regulation.

The state has a duty towards its non-human residents as well as its human ones. By implementing mandatory inspections on establishments with animals, we can ensure that all creatures in our care are treated with dignity and respect.

We call upon the Massachusetts State Legislature to enact legislation requiring regular inspections of all establishments housing animals within our state's borders. This will not only protect innocent lives but also set an example for other states across the nation.
