Implement Mandatory Animal Abuser Registry for Breeders and Animal Charities in the UK

The Issue

Like many caring people in our community, I am heartbroken and frustrated by the countless stories of animal abuse, where perpetrators walk away with light punishments, only being banned for a couple of years from owning animals. Our current system in the UK allows these cruel individuals to eventually adopt or buy more animals, only to potentially repeat the cycle of abuse. That's why I propose the implementation of a mandatory animal abuser registry that breeders and animal charities can refer to before they allow adoption or purchase of animals.

Statistics from the Royal Society for the Prevention of Cruelty to Animals (RSPCA) show that in 2019 alone, 130,725 complaints of animal abuse were investigated, with only a small fraction resulting in meaningful penalties (RSPCA, 2020). This alarming number, coupled with the lenient punishment, indicates a deep-rooted issue that needs a rigorous solution. This proposed registry would help prevent known abusers from being able to harm more innocent creatures.

By enforcing breeders and animal charities to check an animal abuser registry, this law would serve as a protective barrier, helping ensure that animals are adopted or purchased by responsible, loving individuals rather than those with histories of abuse.
