The Issue

In August 2024, Naresh Bhatt was arrested for the alleged brutal murder of Mamta Kafle. What strikes deepest about this tragedy is the haunting truth that Mamta could have been found. In October 2026, over two years after her disappearance from Manassas, Virginia, the trial began. It is revealing unimaginable horror—a husband accused of murdering his wife and desecrating her remains.

What makes this loss even more devastating is the revelation that officers, tasked with ensuring Mamta's safety through a wellness check, never even laid eyes on her or spoke to her. They simply took her husband's word that she was alright. This lack of protocol and oversight cost Mamta's family and friends the opportunity to have her remains for a proper burial. By the time she was deemed "missing", her body was disposed of, and the time that was lost meant she was gone forever.

To prevent such tragedies from befalling others, we urgently need legislative change. "Mamta's Law" must become our new reality. It is imperative that during welfare checks, law enforcement officers are required to see or speak to the person they are checking on. This simple mandate could mean the difference between life and death, between safety and suffering, between finding the victim or never finding them.

Statistics show that domestic violence often goes unreported, and victims can feel trapped with their abusers. In these scenarios, a wellness check might be their only lifeline. According to the National Coalition Against Domestic Violence, one in four women will experience severe intimate partner violence in her lifetime. Many might not have a voice, but legislation can be that voice for them.

Mamta was not merely a name in a police report. She was a loving Mother, sister, daughter, and friend. She was a Pediatric Nurse. She was a cherished, vibrant soul whose life was brutally taken too soon. Her story is a stark reminder and a call to action.

We must act now to protect others from suffering the same fate. "Mamta's Law" could save countless lives and ensure that what happened to Mamta never happens again. Please join me in demanding change. Let us make sure that when a protection duty is required, it is fulfilled with humanity and thoroughness.

Sign this petition to urge lawmakers to implement Mamta’s Law and create a safer world for those who need protection the most. #Justice4Mamta
