The Issue

I am writing today as a concerned parent of a child with special needs. My son, Jonathan, is a NICU survivor with autism who is nonverbal. Over the years, I have faced the heart-wrenching challenge of withdrawing him from schools after unexplained incidents occurred. These incidents, which were either inadequately reported or not reported at all, left me without answers and my son without justice. The frustration of not knowing what happened to him while he was entrusted to the care of educators is something no parent should experience.

Jonathan, like many other children with disabilities, is unable to communicate his experiences due to his nonverbal nature. For children in Exceptional Student Education (ESE) classrooms, this is a common scenario. Many parents depend on transparent communication from schools since their children cannot personally convey any troubling occurrences.

This is why I am calling upon the Florida Legislature to enact legislation that mandates the installation of video cameras in designated self-contained ESE classrooms statewide. Implementing such protections will not only serve as a deterrent against potential mistreatment or neglect but will also provide parents like myself peace of mind. It would enable an objective review of incidents by both school authorities and law enforcement when necessary.

Research has shown that transparency leads to increased accountability. Schools that have implemented camera systems in the U.S. have reported a significant decrease in incidents, alongside an improved understanding between educators, parents, and administrators. This initiative can transform ESE classrooms into safer spaces that foster trust and collaboration.

To ensure the privacy of students and staff, these measures must be accompanied by strict guidelines regarding access to footage, ensuring that it is only reviewed under legitimate circumstances and by authorized personnel.
