As prominent Saudi Arabian political dissidents and victims of humanitarian crimes hailing from Europe, North America, and presently residing in Canada. We are writing this letter to raise our collective voices by addressing our long-standing grievances against the presence of a renowned human rights violator
Saad Khalid Saad Al-Jabari, born in Saudi Arabia in 1958/1959, has been residing in Canada since 2017, after entering via the United States. He is a well known high-ranking Saudi government official who operated as the right arm of the former Saudi Minister of Interior for over 20 years. He left Saudi Arabia in mid of 2017, arriving in Canada to seek refugee and a peaceful life, hoping to escape crimes and the corruption he left behind.
During the time that he worked for the Saudi Interior Ministry, more than 5,000 prisoners of conscience, political activists, and opponents of the regime were condemned to severely unjustified punishments, mostly without trials, or any due process of law. Sentences included long jail terms upwards of thirty years, severe travel bans, and, in some cases, death penalties. Many others prosecuted by his policies vanished without a trace, never to be seen again, suggesting, strongly, extra-judicial killings. During that time, Mr. Al-Jabari worked as the head of cybersecurity in Saudi Arabia, a post he used to spy on peaceful activists.
These prisoners of conscience consisted of countless university professors and highly educated citizens, academics, professionals, female human rights activists, and renowned public figures. They were all hastily tried in Saudi kangaroo courts and severely punished for merely raising their voices in support of political and social reformation.
Under his watch, countless heinous and unspeakable crimes against Saudi citizens have been committed, violating all humanitarian laws and international regulations.
Furthermore, during his occupation as Major General of the Mabahith (Secret Service), Minister of State, and long-time advisor to the deposed Deputy Crown Prince Mohammad Bin Nayef (“MBN”), Saudi citizens of all ages and from all walks of life had to suffer monstrous violations that contravene all Islamic, moral, ethical and humanitarian limits.

As stated in the immigration and Refugee Protection Act (S.C. 2001, c. 27). Under Human or international rights violations, section 35:
(1) A permanent resident or a foreign national is inadmissible on grounds of violating human or international rights for
(a) committing an act outside Canada that constitutes an offence referred to in sections 4 to 7 of the Crimes Against Humanity and War Crimes Act;
(b) being a prescribed senior official in the service of a government that, in the opinion of the Minister, engages or has engaged in terrorism, systematic or gross human rights violations, or genocide, a war crime or a crime against humanity within the meaning of subsections 6(3) to (5) of the Crimes Against Humanity and War Crimes Act;
General Saad Khalid Saad Al-Jabari occupied a senior official position in the Ministry of the Interior of Saudi Arabia. He violated the human rights of many Saudi citizens during his occupation. Moreover, as a high-ranking official, he was also exercised some level of command and control in accompanying the current Minister of defense the crown prince Mohammed bin Salman at the start of the barbaric genocidal war against Yemen in 2015.
As immigrants to this great nation of Canada, we look up to Canada as a champion that spearheads human rights in all forms, while prolifically protecting them through federal, provincial, and territorial laws. These human rights laws stem from the Universal Declaration of Human Rights - which forms the core of social and moral fabric of this great nation.
Moreover, we also respect the fact that the Canadian Charter of Rights and Freedoms of 1982 is an integral part of Canada's Constitution. The Charter protects every Canadian's right to be treated equally under the law. The Charter guarantees broad equality rights and other fundamental rights, such as freedom of expression, freedom of assembly, and freedom of religion.
All these sociological, political, humanistic, moral, ethical, and universal gems form the core essence of what it truly means to be Canadian. And thus, they also entail safeguarding the country from penetration by outside toxic elements that undermine the very sanctity of these principles.
Saad Khalid Saad Al-Jabari represents precisely such a toxic element. His presence in Canada jeopardizes the very foundation of what this nation stands for and what its inhabitants trust its government with.
We solemnly, collectively and unanimously urge Immigration & Citizenship Canada to seriously evaluate this case by taking into account the crucial facts and established human rights violations that have been proliferated under this person's authority.
We strongly urge Immigration & Citizenship Canada to vehemently and categorically reject Saad Khalid Saad Al-Jabari's claim for refugee status.
Please note that we are convinced that his claims to Canada's immigration and citizenship are not entirely truthful. As published on the Wall Street Journal, he had misspent $11 billion over 17 years to pay himself, his family, acquaintances, and cronies handsomely in bonuses. After this scandal, Mr. Al-Jabari's silence emphasized that his main goal solely to escape the punishment of embezzlement, not for political conflict. Since Saad Khalid Saad Al-Jabari had entered Canada in 2017 via the United States as his country of origin for entry, we urge the Government to send him back to the USA, or any another country sanctioned by the Law. The removal action will effectively prevent him from staying in Canada and thus causing any further threat or harm to Saudi regime opponents carrying Canadian nationality or enjoying Canadian refugee status protection.
We entrust our faith and belief to the hands of Immigration & Citizenship Canada, with the hope that our request against Saad Khalid Saad Al-Jabari is given due diligence for the sake of all Canadians in the name of all humanity.
