The Honourable Ahmed D. Hussen
Minister of Immigration, Refugees and Citizenship

July 19, 2018

Respected Sir,

We want to inform you that the controversial Muslim leader Syedna Mufaddal Saifuddin is planning to visit Canada. He has been in the news lately for blatantly promoting female circumcision for young girls in his community. The World Health Organization has classified female circumcision as Type -1 Female Genital Mutilations (FGM).

Mufaddal Saifuddin is slated to come to Toronto in the next two weeks. During his visit, he plans to inaugurate a new mosque in Mississauga.

FGM is illegal in Canada and the visit of Syedna Mufaddal Saifuddin contravenes Canadian law and makes him liable for criminal prosecution. In his sermons he cautions that FGM on girls should be done discreetly. We fear that Canadian Bohra girls have been victims of this secret agenda and are always at risk of being harmed.

In connection with FGM, two doctors were arrested in Detroit last year and three people were sentenced in Australia a year before that. All these individuals are Dawoodi Bohras and they were following the orders of Syedna Mufaddal Saifuddin. He is the high priest of Dawoodi Bohras and it is because of his diktat that so many young girls have had forced circumcisions.

On his visit to the UK earlier this year he was met with a demonstration, and BBC and other media outlets covered the event. The protest was carried out by reformist Bohras who have been ex-communicated and are part of the worldwide reformist movement.

We reformist Dawoodi Bohras of Canada also belong to that movement and are extremely unhappy that the Syedna is being allowed to enter Canada. We urge you to use your good office and influence to deny him entry. A man who allows little girls to be harmed has no place in Canada.

Apart from prescribing FGM for young girls, Syenda Mufaddal Saifuddin is guilty of other egregious activities, and one among them is hunting endangered wildlife.

Two inquiry commissions in India, in 1979 and 1993 respectively, reported widespread human rights violations in the Dawoodi Bohra community. The Syedna claims ownership of all Bohra community properties. Towards that end, his predecessor, the father of the current Syedna, petitioned to the Canadian Senate to pass an Act (Bill S-13) to incorporate himself as a corporation sole in Canada. The bill was intensely debated, and was not passed.

In closing, we want to urge you again to stop Syedna Mufaddal Saifuddin from coming to Canada. In doing so you will help protect Canadian values and uphold the rights of the most vulnerable citizens – the young Bohra girls.

We look forward to hearing from you and would like to know what action you are going to take on this issue.

 Yours Sincerely,

 Reformist Dawoodi Bohras of Canada
