The Issue

We, the undersigned residents, ratepayers, and small business owners, request immediate regulatory and legislative action regarding the affordability, transparency, and fairness of gas and electricity billing by Eversource Energy.

Many customers are experiencing utility bills that are financially unsustainable. In many cases, delivery charges account for approximately 60–65% of the total bill, which appears disproportionate to the actual cost of energy supply and is difficult for consumers to understand.

Additionally, some customers have reported noticeable bill increases after the installation of smart meters, raising concerns about whether infrastructure deployment costs and new billing methodologies are being transferred to consumers without sufficient transparency or consumer protections.

Energy is a basic necessity required for heating, lighting, cooking, healthcare, and daily living. The current billing structure is placing an unacceptable financial burden on households and small businesses.

Key Concerns

Excessive Delivery Charges

Delivery charges now represent the majority of many customers’ bills, raising concerns about cost allocation, infrastructure cost recovery, and allowed utility profit structures.

Lack of Billing Transparency

Consumers cannot easily understand how delivery fees, infrastructure costs, and regulatory surcharges are calculated, which undermines accountability and public trust.

Smart Meter Cost and Pricing Impacts

While smart meters improve measurement accuracy, customers are concerned that deployment costs and advanced pricing structures may be increasing bills without adequate safeguards.

Affordability Crisis

Utility costs are rising faster than household income and inflation, forcing families and small businesses to choose between essential needs such as heat, food, rent, and healthcare.

Our Requests

We respectfully demand that regulators and policymakers:

Conduct an independent investigation into Eversource’s delivery charge structure, cost recovery mechanisms, and allowed profit margins.

Require clear, simple, and transparent explanations of all billing components, including infrastructure costs and regulatory surcharges.

Review smart meter deployment cost recovery to ensure consumers are not unfairly burdened.

Implement consumer protections, including limits on extreme delivery charge increases and enhanced rate stabilization programs.

Strengthen oversight of regulated monopoly utilities to ensure pricing aligns with the public interest.

Establish public reporting so consumers and policymakers can evaluate utility costs, performance, and rate justification.

Why This Matters

Utility companies operate as regulated monopolies and are obligated to serve the public interest. When delivery charges exceed the cost of energy supply and billing structures are unclear, the regulatory social contract is weakened.

Affordable and transparent energy pricing is essential for public health, economic stability, and community well-being.

We urge regulators, lawmakers, and Eversource leadership to take immediate corrective action. Consumers deserve fair, transparent, and affordable utility service.
