HB3653 holds officers civilly liable for things they do on the job, eliminates money for police to buy protective equipment, eliminates collective bargaining, and allows anonymous, unverifiable complaints to be filed against officers in disciplinary filings that could lead to termination. These claims could be filed without signing any kind of affidavit.

The elimination of cash bail is a scary thought because it will result in more things like what happened at the IHOP over the weekend resulting in 5 deaths. In 2020 alone there were at least 32 murders performed by people out on bail according to cwbchicago.com.
HB3653 originally was attached to HB163 because that was the shell bill. If this new version of the bill is passed, not only will the lives of officers be changed forever, but also their families.
