Stop Disorderly Conduct Outside Schools for Safety of Students and Staff.
The Issue
We are writing in support of the passage of Illinois HB4151 as parents, educators, school staff and community members.
On September 21, 2021, HB4151 was introduced to make it a Class A Misdemeanor to engage in disorderly conduct within 300 feet of a school zone between certain hours, including oral protesting, displaying signs or passing out literature.
The Bill also prohibits approaching an individual for the purpose of oral protest, education or passing out leaflets or handbills. It targets conduct where disruptors may come within eight-feet of a person, including children, in the protected 300-foot zone during specific hours.
The Bill is limited to disorderly conduct within one hour before or after school, within 300 feet of a school zone.
Our community is tired of extremists attacking our school board meetings, threatening board members, promoting misinformation in academics, using defamatory and intimidating tactics to scare teachers, as well as extremists hosting disruptive displays of anti-mask theater outside schools while children and staff are likely to be present.
Our children should not be mocked or yelled at while entering school for simply wearing a mask to protect against COVID-19. They also should not be attacked for any expression of support for inclusivity nor for being a member of a minority population. We are done with hateful agendas and the fear tactics used to advance these extremist goals.
We are a community. And, as a community, we ask that you condemn this disorderly conduct through the passage of HB4151. A vote against this Bill only serves to embolden bullies and agitators, while terrorizing our most vulnerable population – children.
As elected officials, we ask you to support the safety at school of children and staff when they are likely to be present at school with the passage of HB4151.
