Two neighbors, One gun and a Deceased dog (Ludwig).

In Wayne, Illinois a dispute between two neighbors ensued, as reported by Kelly Davis and WGN Web, the outcome of which Mr. Phipps drew his gun and began firing it at his neighbor, Mr. Petit's, dogs while they were playing under the guidance of their caretaker ( video has been provided). 

Mr. Phipps, is the spouse of Wayne Village President.

Public outrage is growing. Good citizens of Kane County are calling for a full investigation that is currently being handled by Ron Hain, Sheriff of Kane County.

Citizens are calling for the Village President, Eileen Phipps to resign and charges to be brought against Mr. Phipps.
