So basically floods suck and we don't have many ways to stop them without messing up the ecosystem right? Well we may not be able to clear the flood from outside of our homes but if we had small household flamethrowers we could evaporate the water out of houses that flood. We could also get a new type of public saftey personnel that uses large flame throwers to control more aggressive flooding. I would call them "Waterfighters" but I would ultimately leave the decision up to America
