Allow U-Idaho to keep "flagship" in mission statement

The Issue

Flagship is used to refer to the first established public research university in a given state. A state's flagship is typically research-intensive and grants doctoral degrees. The University of Idaho was established to serve the entire state under the provisions of the 1862 Morrill Act. It has 70 physical locations across Idaho and reaches over 400,000 people per year through its extension offices. U-Idaho graduates nearly twice the rate of any other Idaho public institution and receives 74% of all research funding in Idaho.

The University of Idaho is the flagship and we should be able to use the term in our Mission Statement.
